Jeffrey Donohoe Associates, LLC also has extensive experience in evaluating the adaptive reuse potential for older buildings, including mill buildings, industrial facilities, and other complex real estate assets. In particular, Mr. Donohoe has worked on more than a dozen former military installations, identifying assets that can be used to help communities recover jobs lost due to the closure of a major military facility. Our approach focuses on creating alternative development scenarios that are consistent with demand from the marketplace and fiscally prudent for the community. Representative projects include:

Kansas Army Ammunition Plant, Labette County, Kansas - JDA led a project team to complete a variety of studies for the State of Kansas when the Kansas Army Ammunition Plant was recommended for closure by the Base Realignment and Closure Commission. Among the studies prepared were: a labor availability analysis; a retail market analysis; a labor skills analysis; a review of social service and healthcare impacts; an economic development vision for the County; a fiscal impact evaluation; an education and training evaluation; and a baseline demographic analysis. These studies were used to help the County prepare for the impacts of the closure of the Plant, and to provide initial guidance to the reuse planning process. Subsequently, JDA was retained as part of the reuse planning team, to provide assistance in the areas of market research, financial feasibility evaluation and development of financial projections.

Riverbank Army Ammunition Plant, Riverbank, California – JDA was retained, as part of a project team, to develop the Economic Development Conveyance Application for this former government-owned, contractor-operated facility, located 60 miles east of Oakland. JDA developed a fifteen year proforma for the project, which integrates projected absorption, lease rates, and infrastructure cost data provided by the project engineer. The proforma includes operating revenues, operating costs, a capital improvement plan and potential revenues from grant funding.

Lone Star Army Ammunition Plant and Red River Army Depot, Bowie County, Texas – JDA provided market research and feasibility analysis to the Red River Redevelopment Authority, as part of a project team planning the operational strategy for these former military assets. JDA led the preparation of the business plan and Economic Development Conveyance Application for this 20,000 acre site in Northeast Texas. JDA also provided market research and feasibility analysis, during the creation of the Reuse Plan for the property. Project included an evaluation of potential development strategies, and research into specific market sectors, such as energy production, rail-related commerce, distribution/logistics and other targeted uses which could benefit from the unique assets of this facility.

Watervliet Arsenal, Albany County, New York – JDA has provided market research, financial feasibility and strategic planning support for this active military installation in Upstate New York, as part of a project team developing a new Master Plan for the base. JDA’s primary focus was to assist the local economic development agency in identifying on-base assets that could be redeployed to allow private investment by military contractors. The analysis identified a variety of existing facilities and vacant land that could be marketed to private sector firms to enhance the overall economic development objectives of the region.
